The Holy Empire of Artemisia is a very large, safe nation, remarkable for its compulsory vegetarianism. Its compassionate, cynical population of 106 million are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.
It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Religion & Spirituality, and Defence. The average income tax rate is 57%, and even higher for the wealthy. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Information Technology.
Organ donation is compulsory, the government attempting to revitalize a gutted private sector, the government's religious works are headed by a New Age guru, and college students make ends meet by selling their kidneys. Crime -- especially youth-related -- is well under control, thanks to the all-pervasive police force. Artemisia's national animal is the seahorse and its currency is the golden labrys.

So I can't just raise taxes today because I feel like it, I have to wait until I get an associated issue relating to it.
